As part of the annual budget, Salt Lake City sets aside funding for the Capital Improvement Program (CIP). The money is available for projects submitted by the community and City departments that improve public property, such as streets, sidewalks, parks, and buildings. The City Council reviews project funding requests during the annual budget and approves the total available funding. Over the summer, the Council further reviews and allocates funding to individual projects.
Planning
After the City Council adopted the Fiscal Year 2025-26 (FY26) budget, I launched a public engagement campaign for the FY26 CIP process. The FY26 CIP public engagement campaign aimed to:
- Increase awareness and understanding of the program.
- Inform the public of the projects under consideration.
- Encourage public feedback and participation in hearings and discussions.
- Inform the community of constituent requests and the application process.
Implementation
From July to October 2025, the Council communications team launched a multi-channel engagement strategy to reach our goals.
Public Participation Tools
- Promoted multiple comment options (Zoom, in-person, email, voicemail, webform).
- Created and maintained a landing page (with a memorable shortlink: tinyurl.com/SLCFY26CIP) as the central hub for information, resources, and key dates.
- Creared and maintained a map and slideshow of project requests, hosted on the landing page. These assets were updated with the funding allocations after Council-adoption.
